In New York, thousands of NYC police attended the funeral for the second officer that was murdered a month before in an ambush. When De Blasio's speech began hundreds of the policemen turned their backs to the screen showing his image. This article boldly shows the division between the Mayor and the police officers, the hostility is apparent and something needed to be done. So, De Blasio used this eulogy to call for reconciliation between him and the police officers. The exigency in this article is the need for reconciliation between the officers and the Mayor, they need to work together to help protect the city, and due to this conflict between them New York City is not as well protected as it should be. The audience consists of all the close relatives, family, and friends of the second officer, Lui. The officers that attended the funeral came to pay their respects to their former colleague, however when hundreds of the officers turned their backs from the screen when De Blasio was giving his speech the funeral turned into more of a political issue. The officers felt that they were abandoned by New York City City Hall and when they turned their backs to De Blasio it was their way of silently protesting against the Mayor himself. This is when the demand for harmony between the officers and the Mayor became apparent. De Blasio's eulogy was necessary because it showed his desire to try and reconcile with the NYPD and also was a very nice way to pay his respects to the officer Wenjian Lui.
